Nobody is controlled directly. Every organism follows the same short rule list — burn energy, sense its neighbourhood, flee / eat / chase / reproduce / wander — and the population-level behaviour you see (booms, crashes, oscillations, extinctions, the birth of new species) is not written anywhere in the code. It emerges from those rules plus a strictly conserved energy budget.
